Investing in Natural Ecosystems and Waterways

Streams and wetlands are a critical part of our Appalachian ecosystems, and as a landowner, CNX has the responsibility to steward these resources for future generations. We have teamed with Ecosystem Investment Partners (EIP), a top-tier mitigation banking expert, to provide high quality stream and wetland mitigation banking credits to a host of Pennsylvania industries.

By leveraging mitigation banking experience and existing assets, EIP and CNX aim to provide high-quality stream and wetland mitigation credits to enable the responsible development of Pennsylvania industries while creating lasting environmental benefits.

One such project is the Blacksville Mitigation Bank. Through close coordination with regulatory authorities, the engineering, design, construction and implementation of the Blacksville project elevates Appalachian mitigation banking to a higher standard.

Blacksville Mitigation Bank

Utilizing existing CNX surface property that was previously part of a longwall mining operation, CNX and EIP created a 160-acre conservation area for purposes of stream and wetland rehabilitation. The Blacksville project is located in PA subbasin 19 (Monongahela River Basin), with potential to service credit needs in Washington, Greene, Fayette, Allegheny, Westmoreland, Somerset, Indiana, Armstrong and Cambria counties. CNX also used portions of the subject property to collect Remediated Mine Gas from the legacy mine workings.

The Blacksville project design involved a floodplain restoration approach, which achieves the highest standards of site longevity and effectiveness. All permits approvals were received in 2024 and rehabilitation work commenced in the spring of 2025. All construction activity was completed prior to winter of 2025/2026. Additionally, all tree plantings were completed March of 2026, to capitalize on the spring 2026 growing season. The project now enters a monitoring and maintenance period to ensure success criteria are met. Credits are currently available for sale, with another credit release anticipated in 2026.

Additional Stream & Wetland Credit Creation

With the entry of an Energy company into the stream/wetland credit creation market, the partnership and project represents a change in the typical course of mitigation bank development in PA, enabling high-quality credits for fair prices.

Beyond the initial Blacksville mitigation project, CNX is actively pursuing the development of additional mitigation banks that are accreditive to existing CNX assets.
